Better solution: No jump clone cooldown timer IF you jump to a clone in the same station.
In a +5 learning implants clone? No problem, jump into an empty one for the fight, and when you die, jump right back to the +5s. This would be nice if we could also keep more than one clone in a station at a time.
If we really want to change skill training though, get rid of attributes entirely. They're a leftover, there are enough skills to train to maintain complexity even without attributes.

We both know that's not true. The newbie in a rifter will have an very difficult time against the veteran in the same rifter, since the vet has the support skills to fly the ship well.

This depends on the age of the noob. A day 1 noob will probably lose because he hasn't learned anything yet. A noob who has played for a week and done some PVP and knows how to fly a frig will be able to win with the vet toon against a vet in a noob toon.

Yea, because newbies are capable of buying a 500mil set of +5s like vets can?
Fixed training speed would help newbies keep up, rather than the current system where cost and knowledge disparity gets them off to a slow start, and at best they end up matching a vet's speed.
